@OP: What is your budget? what do you really wanna obtain? If you just really wanna OC high. you should go for Intel X299 Platform or 8700K does a good job too but not temp wise comparable to X299 (large IHS surface). And you need way betetr cooling asweel as think about delidding and maybe even replacing the IHS.

And then there is 4000+ mhz ram, but most of it requires such high latency (19-24ns) that the extra speed isn't very beneficial. Instead I would suggest this: https://www.newegg.com/Product/Product.aspx?Item=N82E16820232306 3600 Mhz DDR4 @ 15-15-15-35 latency. The fastest latency DDR4-3600 kit available on the market right now, and functionally will run faster than ddr4-4000 @ CL19.
You don't need a crazy power supply, but personally I love my EVGA SuperNova P2 myself. I have a X99 system with a max overclocked custom-water-cooled 1080 Ti and a 850W EVGA SuperNova P2 and it runs awesomely.
For storage I would suggest a 2TB Samsung 970 Pro NVME SSD. They do make 4TB ones but even for a "money is no object" build, $2000 on a SSD is stupid.
For video cards, I would suggest the GIGABYTE AORUS Xtreme GeForce GTX 1080 Ti Waterforce. Mainly because water cooling the 1080 Ti is actually a really big deal. And the Gigabyte version is the only hybrid / AIO 1080 Ti sold that actually has a full-coverage water block plate on it. All other hybrid / AIO 1080 Ti's only cool the core and rely on a fan for the VRM's. This one covers the core and ram and vrm's, all of it connected to the water cooler.
I didn't pick a case because I don't know what your tastes are but pretty much any modern full tower case should take this system and some of the mid-towers.

Also I would mention if you do choose to take my suggestions, siliconlottery website only honors their warranty if you use one of the motherboards on their QVL list with their overclocked chips. So I looked, and that's what I suggested. It just so happens it's also one of the best Z370 boards on the market as well, so that worked out. There's a nice Asrock model on their website too that's just as equally nice of a board as well. The QVL list is published on their website.
There you go, now you have two options. A "Normal" 1080 Ti build from Rumpelcrutchskin, and a "The best money can buy" option from me.
