Some coolers are louder than the others.
Palit Dual can be quite loud. It's one of the lower end models.
Palit Super Jetstream however isn't all that loud usually.
is there a way to make quiter
Have you had the gpu long? And has it always been as loud?
Then it most likely is all clean of dust and fans aren't damaged.
And is it loud even when not playing anything and just idling?
For idling, nothing can be done.
But for gaming, you can always make the fans run slower. But this will increase the temperature.
Well, when gaming, the only way to make it less noisy, is to lower the fan speed either by setting it manually or changing the fan curve.
But you will be making the temperatures go up in return.
It would run at 100% even at just 1080p, unless the cpu is too weak.
In which case there would be a cpu bottleneck.
Or VSync/framelimit is on in a game that is light enough to run well above 60fps.
With a decent modern CPU, all GTX 1070's are able to run any modern game well above 60 FPS @ 1080p, with the exception of 1-3 titles I can think of (Ark Evolved being one of em). Vsync would keep the card from over-rendering frames for nothing which is probably why it's so loud for the OP.
