Give it 30 minutes and if nothing changes pull the plug.

If nothing changes get on a working PC and download the Media Creation Tool from the Microsoft website. Then use that tool to make a bootable Windows 10 installation flash drive.

You don't have to. You should never reset Windows for various reasons, this being one of them.

You can always reinstall Windows.

I would only RMA after reinstalling the OS and there is clearly something wrong with the machine. This is something anyone could easily fix at home.

if the os reinstall was successful, check with hdtune or crystaldisk
http://crystalmark.info/en/software/crystaldiskinfo/

if it has any bad/pending sectors, get the windows key and rma the drive

Just reinstall the whole OS via your own created Win10 media, usb stick and the iso from Microsoft... your old os and files will be moved to "c:/windows.old"

Faulty hardware can just as easily wreck an iso installation, I personally have had no issues with win 10 reset.

The Windows 10 reset quite often does not fix an issue.

I see this a lot, for example the task bar doesn't work and a user tries the Windows reset to fix the issue. After the Windows reset the task bar still doesn't work. I dunno what this reset thing does exactly but it clearly does not do a propper reinstallation of the OS.

And if you have a prebuild desktop or laptop all the bloardware will be loaded on to your machine again. That is another reason not to use it.

Of course a bricked HDD or whatever can mess up your Windows installation. Reinstalling Windows is a simple and quick way of checking if it is a software or hardware issue without having to spend half a day running Memtest and a disk check. And 9/10 times it is a software issue anyway.

If you use RESET as it supposed to be used as in do not save any crap or settings it is about as close to being a reinstall that I've seen, I have used Reset a fair amount and it did give me a clean slate the same as a reinstall.

It's another feature that does work but there's always a margin of error once you throw the human element into the mix.
