Are these specs decent for 2019?
MSI GTX 1050 Ti 4gb
FX 4300 3.8ghz
12gb RAM
Insignia 450W PSU

I plan on playing games like PUBG, fallout 76, battlefield 1..

All modern gaming-spec CPUs have at least six cores and a very high IPC. And almost all games released now are built with those CPUs in mind. A triple-core low-IPC design like FX doesn't stand a chance, and benchmarks have borne that out countless times. They're not worth owning, at any price.

An FX won't achieve 60 FPS in any of the games you've listed. At any setting. You'd be lucky if they even ran at all. But unfortunately your GPU isn't much better.

Don't get me wrong: 1050 Ti were great cards, while they lasted. But the rapid progress elsewhere in the GPU market is leaving them for dead, and I'm honestly not sure whether they're good value anymore.

They certainly won't reach your targets. For a smooth framerate in PUBG it's well-known that you need a 1060 at minimum.

All of that assumes the 1050 would be working perfectly. Paired with an FX it'll likely bottleneck badly.

And finally, the PSU is borderline dangerous. A gaming PC needs a heavy duty PSU, running that would be a risk not worth taking. Even with such a power efficient GPU.

TLDR: Source is an extremely old game engine and works on literally anything. Even an Athlon is a high-tech wonder compared to the tech Source began on. So it's not a fair point of comparison, even PUBG is orders of magnitude more demanding. I'm sorry - I know it's not the answer you wanted, but this PC spec wouldn't stand a chance in 2019. Mostly because of the antique CPU.

okay i was expecting actual vrm heatsinks and it doesnt even have that if you have a fan on the vrms (not airflow an actual fan dedicated to the vrm) maybe
I read another post about the highest support for this motherboard and someone said FX-8320.

I still would hightly recommend against upgrading to any FX CPU. Both because it's not worth it and because the motherboard isn't going to handle the higher-end CPUs very well.

if its summer, mow lawns, winter, shovel driveways
$5-20/job wont take long to save up $100

check craigslist or local recycle centers for a used office pc with an i5/i7
You can buy old Optiplexs with an older i5/i7 for sub $100 and then throw in a cheap used GPU for cheaper than the FX-4300 and 1050Ti. The more you save now, the faster you get your complete new build
well he could list his fx system + gtx 750 for about 150$ and if somebody buys that get one of these optiplex systems but i dont know how his second hand market looks like...
