Could bad/old/dying HDD cause microstutters and Screen tearing?

hdd can cause microstutters, but it could also be something else. screen tearing is likely related to gpu and refresh rate of monitor.

you can always buy a new hard drive and see if that works. here are some other suggestions...

-clean install of drivers and graphics related software
-try other hdmi cable
-try other monitor
-reinstall game
-reinstall steam
-try less aggressive ram timings
-try other gpu
-try other power supply
-fresh install of windows (although i would get new hard drive first so you can move files over)

And I forgot to say that the problem appeared suddenly. After a half a year of fine usage the tears and microstutters suddenly appeared

Suddenly microstutters + screen tearing appered
The weirdest thing is that the screen tearing cannot be fixed by capping FPS(not even 30 - I have 60hz monitor) + Vsync doesn't fully fix the problem and some random tears appear sometimes randomly on the screen. What should I do? I think I'm gonna RMA my GPU.

perhaps new software or an update to an existing program is causing the issue? who knows. can you restore windows to an earlier time?

Already tried to reinstall windows and rolled GPU drivers back. Didin't help

There are multiple forms of vsync, some of which will stutter and can show some tearing if unable to maintain target frame rate.

No need to make multiple threads on the same topic.

fresh OS install = then you probably simply have not taken the time to configure all of that very well, along with the drivers and such too. And then configuring the GPU control panel.

Well I have just tried another GPU and the problems wasn't solved so it means It's not GPU issue. Right now I'm gonna check my CPU with this Intel tool: https://downloadcenter.intel.com/download/19792/Intel-Processor-Diagnostic-Tool . After that I'm gonna build-in windows RAM check. IF non of these will result in something I'm gonna buy a SSD.

Just take it to a PC Shop where they can test each part to rule out the problem down to a "T"

The answer is of course no. A weak PSU would cause system instability and in extreme cases die in a blazing glory taking the rest of the PC with it.
It will not cause tearing or stuttering.

Have you wiped the OS?

Have you formatting the SSD or HDD?

Have you ran CHKDSK /F /R on your Drive(s)

Have you ran Windows Memory Diagnostic for 5-10 passes in Extended test mode?
Or download ISO for MemTest and use that test instead.

Yes I have reinstalled the OS, formated HDD while doing so. I'm gonna do the CHKDSK thing. How to use the Windows Memory diagnostic?

Once it loads up after rebooting, press the key to change settings, set the pass to 5 or more, then change to Extended, then apply. The test should restart after applied changed settings.

2 pass on standard is not in-depth enough testing.

Overall it sounds just another scenario of "My specs are too low end for such games"
