It has a separate switch for changing between 115Volt electric network and 230Volt network...that means it is based on a more than decade old design.

So no, that is very old in design and horrible power supply.

That also means it is also dangerous

It is also dangerous for your parts. You should not even try plugging it in.

This is troubling. I don't make much and to learn I have wasted my money is a huge dissapointment. I actually tried to cancel the order and my request was denied. Oh well.

Thank you for your help.

When you are looking for a power supply, use this list:
https://linustechtips.com/main/topic/631048-psu-tier-list-updated/

Out of there, anything between Tier 1 and 3 are good to use and will be reliable in any kind of pc.
Tier 2 is recommended for gamers, Tier 3 is more for office pc.

Tier 4 are good as a temporary power supplies, which you can use until you can get something better.

Has anyone used this PSU before?

https://www.ebay.com/itm/600-Watt-600W-ATX-Power-Supply-SATA-120mm-fans-Silent-for-Intel-AMD-PC-Unit/271198844722?hash=item3f24b5f732:g:oiUAAOSwB3BaL5uv

I ordered it already and am suddenly apprhensive.
Do not get this. I would cancel the order. I did the same thing and if failed in 6 months. Luckily it didn't take my pc out with it.
PSU is the most important part of any build, never skimp on it.
its the one component that can kill all others

Thanks for the advice all. Went with this.

https://www.ebay.com/itm/EVGA-600-W1-80-WHITE-600W-Power-Supply-1-Year-Warranty/263901948035?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2057872.m2749.l2649

While definitely better than the first one...that is still quite horrible one. A tier 6 in the listing I gave you earlier.

I saw that, but the reviews for it (I think there are nearly 2000) place it at 5 stars, so I'm sold.

There is couple of problems here:

1: The product is manufacturer refurbished, meaning it has been returned due to a failure, "fixed" and put back on sale online like this. So your quality may vary.

2: The reviews might not be for same product

3: The reviews are from people who do NOT understand the tech and they leave a review when it makes the system to boot up. They are not professional reviews. You shouldn't trust them.

It's EVGAs eBay page. They clarified that the units were only cosmetically damaged, not broken. I used the product's number to look up the reviews. 2000 reviews is enough to convince me. Even someone who isn't tech savvy can understand the difference between a PSU that breaks in a year and one that doesn't.

Anyway I do not want to come off as debating. I appreciate the help.

They can't, without a knowledge on how PSU works and what they are made with and how they have been made they just simply can't know what to expect from the PSU.

They will only notice it when it fails. And by then it might be too late.

Also, of course they SAY it is only cosmetic, but it might actually be more than that.
They might not have noticed something on quick check up and it will have a flaw hidden.
