Out of there, anything between Tier 1 and 3 are good to use and will be reliable in any kind of pc.
Tier 2 is recommended for gamers, Tier 3 is more for office pc.
Tier 4 are good as a temporary power supplies, which you can use until you can get something better.

While definitely better than the first one...that is still quite horrible one. A tier 6 in the listing I gave you earlier.
There is couple of problems here:
1: The product is manufacturer refurbished, meaning it has been returned due to a failure, "fixed" and put back on sale online like this. So your quality may vary.
2: The reviews might not be for same product
3: The reviews are from people who do NOT understand the tech and they leave a review when it makes the system to boot up. They are not professional reviews. You shouldn't trust them.

Anyway I do not want to come off as debating. I appreciate the help.
They can't, without a knowledge on how PSU works and what they are made with and how they have been made they just simply can't know what to expect from the PSU.
They will only notice it when it fails. And by then it might be too late.
Also, of course they SAY it is only cosmetic, but it might actually be more than that.
They might not have noticed something on quick check up and it will have a flaw hidden.
