If you have your computer up against something, the sound waves will bounce back in the other direction. You could be amplifying your sound. Especially if it is between two walls/surfaces. If the image in your profile is correct, then you're bouncing the sound waves back at you right at ear level.
Your biggest issue is the position of your computer. You really need to get it away from ear level (floor is best but the top of the book case as mentioned above would help). At that position, even without fans you'll be hearing coils and things. It will never sound quiet.
If you can't move it, get sound isolating/canceling headphones.
If you really want it quiet, you can move it to a different room and run the wires to your kbm and monitor through the wall. Silence :)

Get soundproofing, or a case with soundproofing already installed, if you don't already have it.

Get rid of one or two case fans altogether, check temps to see if it makes a dramatic difference. In my experience, it turns out the fans were pretty much useless.

Get a fan controller so you can easily dial them down for desktop work, and up for gaming.

Move the pc to the top of the bookcase instead of right next to your ear if you still want to be able to see it.

Move it below the desk/bottom shelf of the bookcase if you care more about reducing the sound.

it used to be under the desk, but i did want to be able to see the pc so i moved it up. i might move it to the bookshelf although im not sure how much that will affect the noise

bios should have fan settings
set them to pwm controlled if they are 4pin, or voltage controlled if they are 3 pin

It only has that option for the cpu fan, not the case fan.

I moved it to the bookshelf. But its a tight fit and the front of the pc has little to no clearence from the side and the front of the pc. Is this a problem?

How much clearence should the front of a pc have
The front of my pc is right next to the side of a bookshelf.

Your question has no definite answer. As long as the shelf isn't directly blocking the intake vents you should be mostly fine.
