Faster RAM Than Listed
I was told I could get away with setting DDR4-3000MHz RAM on a B360 chipset motherboard that says it supports up to DDR4-2666MHZ RAM. Both who said that "supported RAM speed is just an estimate and use can use higher. Simular to how you can overclock your CPU higher than what the listed max boost clock says." Is this true, it would help with game framerate if it does by a little bit.

It's not that much more to just buy a Z370 Motherboard, buy that then you'd be fine with regards to using higher RAM, and being able to OC a "K" model CPU.

B360 can only use up to 2666Mhz. For anything higher, an Z370 is required.

^This. Getting higher RAM frequency is useless, if the board can not support higher frequency to begin with, you need a "Z" board for Intel if you wish to use higher RAM frequency
Did you already purchase parts? Such as Motherboard and CPU, if not then what are you in need of for parts, and what's your budget.
I was thinking of a portible ITX build for a friend that is on a tight budget and has zero intrest in learning how to overclock. I have not bought any of the parts yet, besides the GPU.

Would it be worth getting 3000MHz RAM if it was same price as the 2666MHz RAM with the same CAS latancy? Sure I wouldn't be able to use it to it's listed 3000MHz but it would still work at 2666MHz right?

For a higher budget I would deffinitly go with Z360/Z390 mobo, 3200MHz RAM, and unlocked CPU but I'm trying to make a budget version with the Node 202.

Yes that be fine, if you're paying more then tha be silly, so get the cheaper one, if same price, then get the faster one.
That case and psu isn't going to cut it; thats better suited for lower TDP systems / GPUs; that GTX 970 will suffocate in that type of case.

The system would only run about 260W, which is well below the 450W PSU. And i've seen many put a much more powerful GPU in this case, but yes maybe I should put two 120mm fans infront of it.

Its a junk PSU, it's not meant to push that much hardware.
No you need better PSU then that for GTX 970, ask anyone here.

buy a good 80+ bronze or better
600w+ if you want to run the gtx970

and pick a case with good airflow and top/rear fans and bottom mount psu
It's a $15-20 Chinese PSU; don't use it.
even jay2cents says hes limited by the psu, and it runs hot and throttles due to the gpu having fans instead of refreence/founders/blower cooler on it

there are some nice m-atx cases that are not much bigger that can hold a full size gpu and standard psu
