and yeah i need some help in finding a "relatively" cheap 1440p 144hz monitor online or something without too much taxes and shipping fees and such

You just need to look it yourself. All 1440p 144hz monitors are basically the same so it doesn't really matter that much which one you get.

And the 1080 won't hold 144fps on 1440p ultra settings. But with some settings tweaking it would do it.
But if you're playing Singleplayer games you don't really need the refresh rate that high, unless you've got money to burn.
I reccomend getting a 60-100hz 1440p monitor. Or even a 1080p ultrawide, it would imerse you more.
In that case - is gtx 1070 enough for the job or do i need 1080 ?
1080p? 1070 is perfect. But you could get away with a 980ti or even 1060 6gb.
1440p? 1080 is great, don't expect max settings 144fps.
4k? You're gonna want something like the 1080ti or 2080ti.
Single player games don't need 144hz, so get a 60-100hz monitor.
Plus if you can't hit the refresh rate of the monitor, at least from what I've heard from my friends, moving the mouse around is like it's in tar and no responsive, therefore it's better to aim lower hz if you can't push the FPS.

Everything on the list should run above 60 fps all the time.
Exept for ♥♥♥♥ like gta. Where if you have grass up high ( or is it an on off setting?) And you drive into it. Your fps will drop to 45-50 ish.
(My father has the exact same spec as your pc so yeah)
Witcher may drop in high populated areas.
But the games can run max settings pretty easy. Just gotta turn off the useless ♥♥♥♥ (high grass detail. High depth of field. Etc.)

1080 of course, it's much stronger than 1070.
I have a GTX 1080Ti and an ACER 34" 1440p Gsync 100Hz monitor.
In ARK on Ultra i'd be lucky to get 60FPS.
Witcher 3 i have also and can safely say to enjoy it you will at least need a 1080 if you plan on going 1440p.

1080 is better for 1440p, but you cant go wrong either way. 1080 isn't much more expensive than a 1070 so if you want the boost in performance go for it
Crazy not to get the best GPU you can afford, IMO, not including the 20 series.
