Ryzen power-plan, or Windows balanced in 2018?

Just installed my ryzen 2600x, and I haven't had time to try out games, comparing those 2 plans.
Any ideas?

Windows High preformance power plan is your best option, the slight amount of more energy used for higher speeds is worth it.

Why would you use anything besides High Performance?
It's not going to magically suck more power from the wall when idle.
But at full loads, the system might not exactly perform as it should if left on Balanced or Power Saver.

I've never used it before, not comfortable with the, what I assume, 100% clock rate 24/7 and the pc doesn't go to sleep. Or am I wrong?

Why would you want it go to Sleep?
Just switch profiles if that concerns you.
High Performance when Gaming/Working
Power Saving otherwise; just be mindful of certain settings it has by default; like Display Off and PC-wide Sleep timers.

High performance will make the CPU run at 100% clock rate and vcore (if adaptive voltage is selected in BIOS) at all times. I did some testing on it last year and the setting increased idle CPU power consumption by almost 20 watts for my specific system. Personally, I would enable high performance while gaming or doing another intensive computing task and use balanced for when you're doing ordinary things like email, web browsing, videos, and office work. Google how to make shortcut to easily switch power plans, and it's one click to switch between the two.

Not really, the VCore is still going to run at a variable rate. It shouldn't run at its max just due to clock speeds alone.

The clocks alone are not going to overall dictate power from the wall; your overall loads/cpu usage will however.

There may have been some quirk with my board then because it always used the max adaptive vcore value once max performance was enabled in Windows, regardless of CPU load. In the end it doesn't make too big of a difference, but I'm a bit crazy about power efficiency due to environmental concerns. Regardless, I would definitely recommend everyone enable high performance power plan while gaming because there is noticeable stutter with balanced even on a high-end system.

Yes; using Balanced or Power Saving = this might play tug-of-war with your PC in regards to it wanting to down-clock for power saving reasons, even if something demanding is running; which you simply don't want happening when doing demanding tasks where you want every bit of your PC's performance to shine; like with Gaming, Video Recording/Editing, 3D-Rendering; etc.

You could always select High Performance, then modify this profile for things you may wish to apply to it that are not defaults; such as certain Sleep Timers for your Display and/or entire PC

There is a special power plan for Ryzen specifically, called Ryzen Balanced.
It's not just regular Balanced mode but one specifically made for Ryzen back in 1st generation.
As there was some trouble with the normal plans.

Of course that is no longer an issue, but it would be best to use that power plan nonetheless just in case.

Yes; those issues should be fixed if you are keeping up with your BIOS updates, so please do that. Also you won't see an AMD power profile if you do not install your AMD Chipset Drivers from AMD.com so also please do that as well.
