Slow internet on PC, fast internet on Console.
So I've got to say I'm very confused. On Console, right now I'm currently downloading RDR2. In 15 minutes its at almost 25GBs downloaded out of 87GB... but when I download on PC it takes literally over a day to download that much. Why does this do that? Could it be related to hardware? Because even with ethernet it is still slow. In Steam it caps at 2.9 MB/s and on the internet it's not more then 2MB/s. On Console I usually get 15-20MB/s which is great.

Specs:

intel i7 4790K 4.6 GHz
32GB DDR3 RAM
GTX 1070 FE

My WiFI card is the ASUS PCE-AC51 Wireless-ac750 Dual-band PCIE WiFI card.

Could it be the WiFi card? To be honest I've gone through many internet services, Verizon, AT&T, Hughes Net, and currently right now I'm using Frontier internet. Every single one had capped at 2.9 MB/s and won't go any higher.

And yes, to temp disable the WiFi on PC, just go to Device Manager > Network Adapters > Locate the WiFi card > Right Click > Disable; now only the Wired LAN can be used and the WiFi wont be active and/or trying to connect to WiFi SSID

If steam client is using your wifi to download, you can check that with netstat.

Well I didn't try downloading anything when the game was downloading on my console. I knew that it would use a lot of my internet. It's just that it's been happening for years.

When's the last time you've wiped the OS clean and started over fresh with that?
Best bet is if you haven't done this with Win10 1803 64bit in the last few months, I'd highly recommend doing this.

I recently installed Windows 10 on my SSD 2 months ago, but it has happened for years. Even on Windows 8 was the newest operating system.

Seriously, try a new cable; and make sure it is CAT5E or CAT6A

^ i second bad motha's suggestions. ( though only CAT5E and CAT6E LAN cables are available in my favorite store)

also, if your internet modem/router has multiple LAN ports, try connecting at ports LAN1, LAN2, LAN 3, LAN4, etc to know if there is a speed difference in wired connection.

also check again if PC is connected to internet modem/router LAN port not WAN.

(in the days of wimax before the advent of LTE in my area, my cheap router has 1 problematic LAN port easily fixed by connecting to a different LAN port)

Yea depends where you go/look; CAT6 A vs E tend to basically be the same.
And yes if cable alone doesn't appear to be an issue, try a different lan port on the gateway/router.

I used to have an ASUS WiFi USB dongle connected to my PC. the PC is on the second floor and the router is on the first floor. I wasn't satisfied with the relatively slow connection. So I replaced the ASUS one with Startech(similar type). Now it's been working much better and the signal is very good. So apart of the distance it may also be your card

Wireless N 150Mbps (which is fairly typical) is only going to net you around 20-40Mbps or so on an Online SpeedTest (keeping in mind an ISP plan that can do well over 100+ Mbps

yes wifi is alot slower than ethernet, but still with great internet 100gb service he should easily get 2-6.mb download time with just wifi alone. its possible he does have a bunch of processes running as well or let alone small amount of threads via cpu and that could limit him to

Well his CPU sure it not a limiting factor. As far as background crap, that is very possible.
Run a full Malwarebytes scan, could be a bitcoin miner running in the background you're un-aware of, many are getting infected with this crap and it chews away at your CPU and internet connection anytime the PC is online.

See if anything else is using the Internet when you as the user have essentially exited apps that you would have downloading stuff; to see if something malicious or otherwise is simply sucking on your internet when you weren't aware of it, interfering with your file/game download speeds in apps like Chrome or Steam.

See if Windows Updates is attempting to download in the background as well.
