A single 1080ti matches a titan xp, let alone 4 of them, within benchmarks such as 3dmark sli has near perfect scaling, unlike in most games, where dual gpu's can obtain upto 90% ish scaling, but will usually sit between 40-70% when supported, additional gpu's in sli, 3 or 4 get very low scaling, in a perfect example, 2 cards may get 90%, a 3rd will only gain an additional 25% performance and a 4th is simply terrible with only around 10% additional performance, with each additional card delays and stuttering becomes a far bigger issue, which is why cards were restricted to two cards for the most part with pascal.
I believe the clocks are simply reported incorrectly as a result of a combination of sub zero cooling, custom power boards bolted on along with a custom bios.

Kingpin uses LN2 to overclock his cards. He also uses custom PCB, firmware and cooling solutions on his cards to achieve his records. Quite an achievement. More power to him.
The reality is EVGA provides Vince "Kingpin" with modified bios's for the video cards in-house that they can not legally release to the public and he therefore gets an unfair advantage in the overclocking arena because no one else in the world gets access to such things. He also literally has access to unlimited tanks of liquid nitrogen (ln2) and an entire inventory of video cards to overclock, tune, and destroy until he finds binned / golden sample gpu's that clock higher than all other cards.
So that's a short summary of why he's always #1 in the world records.
