Are these 12v rail readings normal?

computer is pretty much at idle

Post your specs, particularly the PSU. Some variance on the rails is expected under load. At idle, a good PSU wouldn't have that much variance. Software monitoring of voltage isn't the most accurate either, so that could be a factor.

check in bios
hwmonitor is not alwasy correct

but the tolerance is +/- 5-10%

Seasonic focus plus gold 650w and bios shows 12.192 too

There's what the 12v readings are if measured professionally on a 750w version of your PSU. Your readings are a bit higher and not measured professionally, so I wouldn't worry unless you're having hardware problems.

everything is fine. if your system runs stable, the psu works well.

Those are normal readings. HWMonitor overcompensates the measuring sometimes, showing more than they actually are by a small margin.

Try other apps and compared; like OpenHardwareMonitor.
Those voltages are way too high, and when using a good quality PSU, I've never see them that high.

11.9xx - 12.1xx is about the normal ranges

Basically 10% up or down from whatever the actual target is; if its out of that margin, chances are the PSU is junk.

10% up or down for a 12V circuit would be 13.2V to 10.8V. I think the voltages are just fine. 12.288V is 2.4% above.

Ok, seems I was a little to quick to suggest 10% up/down ranges

Here have a look...

Yes overall the OP's voltages seem ok, and if was truly an issue, the user/machine would see all sorts of issues if the voltages were in any way "out of whack" so to speak for sure. Best bet is test your system with a few tests that will actually put a proper 100% load on both CPU & GPU while doing some things also with regards to RAM and Disk Usages; if the PC holds up for beyond 30-60 mins test intervals with such tests, then the PC's overall stability should be deemed "OK"

Dont trust App readings use a DMM.
