It always depends on what the monitor supports. always take the native resolution of the monitor at its native refreshrate.
If we talk about buying a new monitor it depends on budget, hardware and games he is playing with. No reason to choose 4K if you have a budget of 200$ and just a GTX 1050.

Then you have a GTX 1060 Ti 8GB which does nto exsist. If it is a GTX 1060 6GB it is not capable of 4K gaming. a GTX 1070 Ti is limtied capable of it. Befor you lwoer your resolution to 1440p I would lwoer it to 1080p instead of 4K. The thing is that 2 pixels act then as 1 instead of 3 pixels acting as 2.

People keep saying this, yet on the Shenmue forum there are hundreds of people who swear blind they can play shenmue at 60fps on their emulators.
Obviously the game is locked to 30fps and what they're seeing is the virtual fps counter running at 60htz. Clearly all those people can't tell the difference between 30 and 60 fps by sight alone.
