Those above would meet your requirements imo.

stable and cool, bring up cpu multi
unstable and cool, bring up core volrage
stable and hot, bring down core voltage

else he could have saved about $100 on non k cpu and non z board
An overclocked 8600 frequently gets near highest scores in gameing benchmarks,
only overclocked 8700s usually beat it
sometimes it is better than a 8700
The same is no true of a non-overclocked 8600
and they are much cheaper than both higher end amd and intel cpus
Don't like the brown fans? Remove them and use them as Case Fans.
Install good quality Black, or other fans of choice that you prefer, just don't buy cheap ones.
You can buy Noctua Black Fans separately.
I would argue strongly against that. Why buy a CPU cooler if you're going to replace the fans anyway? When you could buy another model which has identical performance and black fans from the outset, without having to spend an extra $30-50?
BeQuiet's Dark Rock Pro4 matches the Noctua for performance, silence, build quality and price. And it leaves the factory with black fans.
Not much experience with BeQuiet, it's German.
Most countries can't even buy BeQuiet because of that.
I own both, and they're about equal on performance. BeQuiet have really impressive build quality, and their cooler blends into a dark case or motherboard much more easily than Noctua's. It's a little bit more expensive than a Noctua, but if you had to change the Noctua's fans that would swing the other way.
They're a hidden gem. And their thumbscrews even have notches for a screwdriver.
