My FAT32 and exFAT file systems say my hard drive is 1,1 TB but my NTFS system says 950 GB

not partitioning, its how its formatted

fat32 and exfat might be using larger clusters and smaller fat table
but they have limitations on max files size of 4g

just format it ntfs with smaller clusters and you will get 1tb with no file size limit

Those are two completely different systems.. You can't compare the two..

The PS4 likely uses megabytes to report the disk size. Windows uses Mibibytes.

Yes, you must use NTFS, otherwise games that have large file structure won't be allowed to install. Hence the warning Steam gave you.

Move or Remove the data off this drive and reformat it as NTFS.

Windows OS uses a format of:
1 = 1024 (not 1000)
So 950GB after a format is correct.
