Force your Internet Connection for this system off/disabled.
Reboot the system.
Run Disk Cleanup and delete everything listed.
Reboot, enable the internet connection
press Winkey+I > Updates & Security > Windows Updates > Check for Updates
let the system remain idle until finished all of this update.

If any anti-virus enabled besides Windows Defender, temp-disable it until after all the WU is done

This may take several minutes, but I found that it has to do with the update for Flash Player is interfering with the acumulative update by trying to load first.

Run that program, let it run for a bit. Then if prompted to do so, let it run as admin and let it repair everything.

It may take a few minutes to reinitialize the update after it has been cleared, but it should initiallize and then download and install and allow you to restart the PC afterwards.

I fixed this issue by uninstalling the previous update (KB4343909), restarting, then installing the cumulative update (KB4343909) from the Windows Update Catalog (Found here - https://www.catalog.update.microsoft.com/Search.aspx?q=KB4343909/ ).

NB. Also, please be aware, download the correct KB for your version of Windows from the link, and DON'T download the 'Delta' KB, just the cumulative one.

Restart and check for updates, and this should have disappeared.

Please let me know if this fixes it for you.

how to uninstall microsoft update
After your Windows Updates completed an install + reboot process, run Disk Cleanup and get rid of all the junk, then reboot again when done.
