You ever have to clean someone's PC who smokes within their home; that is WAY worse.
Overall if the GPU is not burned anywhere, then it should be doable to clean it up fully, dry it out, etc. If liquid spilled on top of the GPU card, it probably dripped down into the GPU Cooler through tiny holes and such; you're going to need to completely take the whole GPU apart and clean it up.

pretty much the process is out of your hands but its something like this
resolder new components that are damaged with flux!
test voltage with multimeter, with schematic! only rmas will have those. looking for green light.
tear down, remove heatsink n thermal paste
then into a ultrasonic cleaner, use a toothbrush (very specific) gently brush around the area that was worked on
after that sit in ultrasonic cleaner for some time, depends could be as little as 10 minutes
then into 91% isopropyl alcohol bath
then sit in air filter after that it goes in a oven for a hour (real dry)
retest
dont go for idiot repair are a problem. verdict its a rma
its likely beyond saving just 91% isopropyl alcohol drip dry. its worth noting the goal of pc owners, is to never have to RMA something that could of been prevented.

convectional oven to dry in at some high temp. not for gpu ball reflowing.
