Just work up, still tired.

Must be a bug. I would just reinstall Windows, that would be the easy fix.

Try this first:
Press Windows+R and enter msconfig
Select the Boot tab and click on Advanced Options.
Check the option for maximum memory and enter 16384
Restart Windows
If this has been an issue for the entirety of having the system, i would look into the BIOS settings, perhaps even seeing if there is a BIOS update for that board.
You can also try removing and securely reinserting the RAM sticks
Speaking of BIOS, make sure all 4 sticks are being shown in the BIOS as well

To make it noticed you could try resettings your CMOS, or just remove your ram sticks. Maybe try putting them in opposite slots. That fixes issues with me in the past.
