Only 7.93 RAM usable?

Under the System menu in Windows it says that I have 16 GB of RAM but only 7.93 GB are usable. How do I fix this?

CPU: Ryzen 5 1400 @ 3.2 GHz (overclocked to 3.6 GHz)
Cooler: Cooler Master Hyper H412R
Motherboard: ASRock AB350M Pro4
Memory: 16GB (4GBx4) DDR4 Patriot Signature Line @ 2666 Mhz
GPU: ASUS STRIX GeForce GTX 1050Ti OC (@ 1506 MHz)
HDD: Seagate ST1000DM003 1 TB HDD

8.1gb is hardware reserved it says.

Must be a bug. I would just reinstall Windows, that would be the easy fix.

Reinstalling Windows may not have the wanted effect.
Try this first:
Press Windows+R and enter msconfig
Select the Boot tab and click on Advanced Options.
Check the option for maximum memory and enter 16384
Restart Windows

Well. it says all 4 slots are populated

If this has been an issue for the entirety of having the system, i would look into the BIOS settings, perhaps even seeing if there is a BIOS update for that board.

You can also try removing and securely reinserting the RAM sticks

Speaking of BIOS, make sure all 4 sticks are being shown in the BIOS as well

You should reseat the RAM properly. I have faced similar issue.

Are you using a laptop? I face issues like this all the time with my laptops. More then likely a Windows glitch. I have the same thing when it comes to ram speeds... For me right now, it says that my speeds are at 1333 MHz, which they are indeed not at that. In my BIOS it says 1866 MHz. So it's just a Windows glitch. I also do have the same thing where it kind of uses some of my ram, instead of saying 32GB it says 31.9. But that's a 100MB difference which I don't really care tbh.

To make it noticed you could try resettings your CMOS, or just remove your ram sticks. Maybe try putting them in opposite slots. That fixes issues with me in the past.
