Only the motherboard does and those you can find from motherboard's website.
CPUs itself have no drivers what-so-ever. Only the chipset of the motherboard does.
You don't download any drivers for cpu. You download drivers for motherboard.

1st of all: the integrated graphic drivers are only needed if you are going to use that. And if you are going to use them just briefly, you can do with the generic driver that comes with Windows.
And something like AMD Ryzen 5 2600 does not have integrated thus no drivers for those needed at all.
2nd: power saving features are not governed by drivers. They are implemented in the BIOS/microcode/Windows. They do not require a downloadable driver
3rd: rest of what you have listed, are not "drivers" in the common meaning of the word.
Drivers, a separate programs, which you need to download from somewhere before. Instead they are implimented in the BIOS of motherboard/Microcode of cpu.
