Unless you have a refference, blower-style or mini GPU the GPU is likely already stopping it's fans as long as the temps remain under 50c +/-.
Experiment with setting a custom fan curve in the PCs BIOS. Set the case fans to slow or stop as long as the temperature of the CPU is less then 40-50c. And set the CPU fan to slow until 40-50c.
You will have to experiment with this, you don't want the fans to kick in for 20 secs every 2 minutes because the temps keep climbing.
i think noctuna makes some the quietest ..as well as i have had good luck with thermal take fans ..coolermaster makes a decent quiet fan but ya may pay a few bucks more for the lower DB level fans
gpu fans. however. do like some gpu models from asus and evga where fans only turn on after a certain tempreature ranged is reached
However, you can make it indistinguishable from living sounds with good fan and case choices.
if temps are low enough they can stop or spin the fan at very low speeds
most gpus do that now
get a large tower cooler like the 212 evo or Cryorig H7 so it will cool with less effort
get some sound insulation for the inside of the case (or DIY something, I use old towels to cover the front and top of my HTPC while a bent wire hanger keeps the towels from blocking the vents - could be ugly depending on the towel lol - 4 layers seems to keep it silent)
sounds counter-intuitive but get more low speed case fans like these[www.newegg.com], low speed fans keep airflow moving without the noise and since DBs are measured on a logarithmic scale many low speed fans are more quiet than a single high flow rpm fan.
If you have room in your room, you could also try placing your computer on the opposite side of your room and running an extended usb hub and larger monitor output cable
Then you wouldnt need your PC for Netflix, Youtube, etc etc
Or even a Chromecast / Amazon fire stick for like 35 dollars

easy to root and use android ver of your choice
the ones for $75+ are alot better
full 1080 output, instead of 720p upscaled
with an arm capable of playing droid games at 60fps
