Have you connected a PC to the Modem directly, no Router, via wired connection, and done some tests to ensure you actually are getting the speeds you're paying for?
https://www.techradar.com/news/networking/routers-storage/best-router-9-top-wireless-routers-on-test-1090523
contact the isp to see if its capable of the speeds
if its any good its own router will be able to handle that kind of speed
eles, you can disable the modems routing and get a good dedicated one
or as bad suggests, connect it directly to a pc to see if can reach its advertised speed
cat5e vs cat6+ make no difference if the modem/router/pc have gigabit ports
you need 10g devices to make use of cat6+
but most isps when they say their max speed, its a burst to that speed, then throttled
for most things, ping is more important than peak dl speed
