I guess you have the stock cooler that came with the cpu.
Even for that, it's a bit on the hot side. Try to see if there's any dust accumulated in the cooler and blow it clean.
even with non stock coolers that can be totally normal depending on the motherboard. Gigabyte motherboard for example have a high stock voltage aswell as some Asus and the TIM used between IHS and Die does it's part too. I have higher stock idle temps then this.
The only real question shoud be what the temperature under load is.
its a new pc with a stock msi air cooler. right now it have 37° and the fan is running like 920 rpm
