You only needed to have posted once in the Steam for Mac or Linux discussions.

I'm not Linux or Mac expert, but it seems that whatever symbolic link you created to open Steam may have been overwritten by an OS update. Just delete the old ones and create new ones...and if that doesn't work, it will be beyond my scope of expertise.

I had this same error message during a Steam update. I was trying to update my application as there was a pop-up suggesting to install the new version. No error was displayed, but every time I restarted Steam to install the update, it would come back with the same old version (April instead of November). Looking in the logs I find the same error message you get:

Library/Application Support/Steam/logs/bootstrap_log.txt [2018-11-25 11:05:33] Startup - updater built Apr 2 2018 15:26:24 [2018-11-25 11:05:33] uninstalled manifest found in /Users/nash/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/package/steam_client_osx (1). [2018-11-25 11:05:33] Found pending update [2018-11-25 11:05:33] Installing update... [2018-11-25 11:05:33] Extracting package... [2018-11-25 11:05:39] Error: Failed to create symlink 8 (package/tmp/legacycompat/steamclient64.dll_ -> Steam.dll) - errno=17 [2018-11-25 11:05:39] Error: Failed to unzip package (/Users/nash/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/package/bins_misc_osx.zip.vz.87639fd7b46e5e3dcbc0ed2500348dfe56f15253_10187650). [2018-11-25 11:05:39] Verifying installation... [2018-11-25 11:05:39] Verification complete [2018-11-25 11:05:40] Shutdown

So as per the suggestion of The Spoopy Kitteh I remove the file it was complaining about: steamclient64.dll_ and its neighbouring file steamclient.dll_
After I re-ran the application, it complained about a different file:
Error: Failed to create symlink 92 (package/tmp/Frameworks/Chromium Embedded Framework.framework/Chromium Embedded Framework_ -> Versions/Current/Chromium Embedded Framework) - errno=17
Progress! I then figured with all these files being in a "tmp" directory under package, I might as well remove the entire directory (I renamed it instead of removing it).
I renamed the folder "~/Library/Application support/Steam/Steam.AppBundle/Steam/Contents/MacOS/package/tmp" to "tmp~".
After re-running the application, Steam went through with the update, and everything works now. My steam client is running the Nov 9 2018 version.

Hope that helps
