Everything has a grainy low res look after reinstalling windows
I have my drivers and whatnot but it still looks like this and is very annoying, any help?

yep, and the highest option avalible is 720p, however i used to use 1080p
If current max is 720p, and you used to have 1080p, then something is really wrong with your video driver. As a first step, get DDU (Display Driver Uninstaller), use that program to fully remove the current driver in Safe mode, then reinstall said driver.

He clearly said it there: get a DDU (Display Driver Uninstaller, the literal name of the program) and use it to remove the drivers.
Everything has a low res, grainy look after reinstalling windows.
3rd time i've asked for help with this and no one has been of any help.
I've gotten all my drivers, hell i even reinstalled my display drivers
Windows is up to date
My GPU is a gtx 1050ti 4gb
This is really annoying and i want it to be fixed
If you're letting Windows install your drivers for you that may be your issue. Download DDU, unzip it, now go to Nvidia website get your driver downloaded, now boot PC into windows safemode, run DDU, now click on recommended option, when restarted back into windows normally, install the video driver you downloaded.

Now make sure that the screen resolution is set to your monitor native screen resolution, now go into Windows settings, make sure you don't have display scaling set to anything but 100% only, don't want less, and don't want more.

If colours off, check your monitor settings there will be buttons on your button you have to press with your hands physically, check the colours, and such.

I downloaded my drivers off nividia's website, and when that didnt fix the problem i reinstalled them, still no fix. I set the resolution to the one that fits my monitor in settings. I honestly don't know what the problem could be.

Yes, i used DDU in safe mode
I checked the scaling. 100 percent
I used the scaling thats fits the screen perfectly so yes im using the native screen resolution

Is there any way for you to try the monitor somewhere else? OR, any way to try another monitor?
