No, the build Boom posted has higher quality parts in the GPU, storage, and RAM. And unless you need a system immediately, wait for GPU and RAM prices to normalize from their currently inflated prices.
There are only a few RGB PSU makers, Thermatake is definitely the best for now. Toughpower RGB grand is up there with Seasonic Prime Platinum and Corsair HXi, in the top end arena. The EVGA in iBuyPower is mid tier, nothing wrong with it it's still solid but it's ain't the best.
The MSI 1080 Ti Armor OC I wouldn't recommend at all with a budget like yours, unless you want to rip off the cooler and go custom loop on it. FTW3 is slightly overkill but I have heard some of these go up to 12000Mhz memory clock hence EVGA release the Elite FTW later. So if you want the very best, it is one of the best.
If you can camp EVGA website and get a FTW3 or FTW Elite at $800-$850 dollar then you can go with my build and won't pay more than the pre-built, but get top dog quality.
I seriously recommend at least 500Gb SSD as min for high end built. Games like Final Fantasy XV with 4K textures is 155Gb alone. My modded Fallout IV got to 120-140Gb with 4k /8k textures.
On 4K, maximum settings, over 60 fps, easily.
It's probably closer to 80-90 FPS, although for 144Hz 4K still a long way off. But do you have $4k ready for 4K 65" OLED 144Hz monitor?
