Report a translation problem
AIOs are infamous for pump problems. Particularly cheaper units like this. As they age, the fluid can congeal and eventually burn out the pump. The pumps themselves are cheaply made and can fail on their own. There's no way to recover the cooler if this happens, your only option would be replacing it completely.
*sigh* It's toast I'm afraid. Failed pumps aren't repairable, you're going to need to replace the entire thing.
What was the point of sale? Who did you buy it from? You may be able to return it under warranty.
Unless they changed it for the V2 varrient, HWMonitor will nto report the pump speed correcdtly.
Download and install the software *for* the produrct in question!.... (what a thought)

Corsair link will sync with the AIO (assuimg you correctly plugged in the USB 2.0 header) and allow you to see if the pump is functional or not.
If not, you need to replace or RMA as adviced...
If the pump shows that it is functioning, but temps and fans are still too high you might have to look at other options...
Personally I had a similar issue with my H100i, but my issues came down to buying a used AIO, and the mounting hardware that came with it being litterly bent from over-torque by the previous ovwner. Caused the mounting bolts to stretch a bit, and required me to fasion up paper washers out of 3x5 ost cards to get an extra few MM of clearance on the back of the motherboard mounting bracket to get good presure on the GPU itself.
