idk if it says it in this page but on the not english page from where I am buying it says it's a LCD/LED, IPS monitor with an 8ms response time, so does that mean it's gonna have a big difference because on the page you linked it says for an IPS panel normal response time is 4ms
On more casual exploration games like Witcher 3 or Skyrim, no, go for high refresh rate monitors and not low-response time, cause for casual games you don't need fast response times.
On competitive First-Person-Shooters, yes, but only if you're already very skilled at the game, and even then, you'll get a way better improvement in visual quality and perception ingame from a 144hz monitor instead of low response time.
8ms is usually VA, VA has higher response time hence ghosting.
