Disable automatic driver updates, clean old drivers, install latest drivers, and enjoy.
In a working order PC, it may not be needed, but it helps eliminate other possible issues related to drivers, which would not be resolved with just a basic installation.
Clean install in the Nvidia installer does not actually do a clean install.
Will DDU help?
DDU will completely remove the old driver, so if it is a driver issue, then it can, yeah.

Yes use DDU to wipe out Chipset and GPU Drivers fully.
Do it via the Safe Mode option.
Windows will download and install the latest driver on their database. Given that this is known to cause issues, DDU is a great option to remove any issues from such.
It isn't just for changing a gpu. It is common knowledge to completely remove old drivers and clean install for troubleshooting. Even Nvidia support will suggest DDU when having issues related to drivers.
Yeah, it wouldn't hurt to do all drivers, but luckily Windows doesn't typically mess those up. If one isn't having issues with anything else, other than video, I wouldn't even bother.
The problem isn't the update, but rather the process of the update.
Use DDU in safe mode to remove gpu driver. Reboot. Install the latest chipset driver. Reboot. Install latest gpu driver.
