You just need to learn how to manage your "SO".
I've helped lots of people with this sort of issue, and it has never been a fault of the OS. I've even had issues on some of my own systems, yet resolved them rather easily. Issues like this can be fixed by the user. Giving up and just blaming something or someone for your problems is lazy.
When you are actually willing to take accountability, and stop placing blame, then things can actually get resolved.
I took the time to do all the usual measures after the update and still encounter fps drop in excess of 50% of what they were before the update.
Booted into safe mode
Reinstalled all chipset drivers.
Used DDU and installed Nvidias latests drivers.
Rebooted.
Turn Focus assist off, completely.
Double checked Xbox, Dvr etc is disabled
Encountered FPS issues in several games.
Booted back into safe mode.
Used DDU and installed Nvidias 388.59 drivers.(driver I was using before 1803 update )
Rebooted.
Still encountered FPS issues in several games.
Booted back into safe mode.
Used DDU and installed Nvidias 376.59 drivers.
Rebooted.
Still encountered FPS issues in several games.
Did the recovery toption to go back to 1709 version. FPS back to higher maximums and more stable again. Oh and I didn't even have to bother cleaning and reinstalling a single driver.
All those steps might work for most people but PCs are not consoles. There is a huge variety of possible hardware combinations and something in the 1803 update is currently causing a reduction in fps and fps stability. If the usual solutions are not solving the issue going back to 1709 is a valid solution until the bugs are identified and fix.
If 1803 was 100% perfect then Microsoft would not give us the option to rollback.
Don't use the reset feature! It doesn't work!
Reinstall Windows and manually install all the drivers. Do not let Windows install the drivers.
The easy way to keep Windows from installing the drivers is by unplugging the PC from the internet. Then download all drivers for the GPU and motherboard from the manufacter's website on another PC and move them over with a flashdrive or external HDD.
If you do all this everything will be fixed.
Either enter the boot menu (Usually with F8) or unplug and hotplug the SATA drive (Only the DATA cable! Not power! Power = death!) after the PC has booted from the flash drive itself.
As I said before, it is the processes fault. If it was the OS's fault, wouldn't you think that more people would be having issues?
Worst case, a clean installation will fix any possible issue from the update process. This is nothing new, this can happen with every major update.
Happily running 1803 on multiple computers with different specs, and have happily helped many, many people fix their issues to allow them to happily run 1803.
There is a point when you have to start pointing the finger at yourself, and realize that you have not done everything you can to resolve an issue.
You are not stuck. If after doing all that I have recommended, it would be quicker to reinstall Windows. Be sure to back up your files before doing so. This is why I always recommend having a secondary drive, so you can keep your games and important files seperate from the OS for these very kind of situations.
And there is it folks, a PC that has issues from the getgo. You should have resolved that issue when you first encountered it. I have the feeling that this is not the first time you have swept an issue under the rug. That is not how you keep a healthy PC environment.

Another problem is people are using GEForce Experience....which is not needed unless you are doing live streaming to Twitch or other places that host such services.
