Cooling is very important for Gen-8 Intel systems. They get very hot. And that CPU cooler is nowhere near powerful enough for a gaming build.
If you are looking for a low-profile cooler Noctua has a few nice ones around that price point.

Something a little bit more traditional.
And i'd still like to replace the fan with an RGB Fan.
I currently have this cooler installed: https://www.newegg.com/Product/Product.aspx?Item=N82E16835103265
It is so big it blocks the first 2 RAM slots and 8GB RAM in installed into slot #3.
Again it needs to be low profile and Vertical Mounted.
The CPU heatsink you selected will fit your socket. The RGB fan you selected has the same dimensions as the fan on the heatsink. The biggest issue I see is this statement in the description of the fan: "Expansion Kit: This product is intended as an expansion of the LL120 RGB LED 3 fan kit with Lighting Node PRO. The RGB functionality of this product requires a RGB Lighting hub and Lighting Node PRO."
I am ditching the idea to replace the fan with an RGB fan, even though i have an ASUS ROG Strix Motherboard with RGB Support..., but appreciate the help with the cooler... i bought this cooler: https://www.newegg.com/Product/Product.aspx?Item=N82E16835103084
It will replace the Large Cooler Master HSF i have installed and allow me to install 64 GB RAM (i do music and video stuff), so i can fully utilize my PC.
I wonder if any of those claiming i am putting a HTPC cooler into my PC have any weight, as Cooler Master puts out some great products, and though i play Ghost Recon Wild Lands with high CPU Useage, this shouldn't be a problem with temps. I hope i am right about this, and will report my findings.
would still block future RAM upgrades... i have EVGA Precision checking my CPU package Temps, if i see any issues with high temps, i will buy another cooler, but thanks, that's the one i picked out first, but decided on low profile.
Hopefully this issue is still being looked at.
