How to clean a dusty pc
Without air compressor or anything that normal people dont have....

can i use vacuum on it ?

Use a brush to clean off the dust. Vacuum cleaner should do some of the job but hardly. It's gonna get hard and dusty, but that's the best way.
Sure, a vacuum cleaner works great, especially for the outside of the case, port openings, and keyboard. Although you're going to find its utility limited if you don't have a mini-attachment kit, which allows you to get into crevices and tighter spaces.

Just be careful when working inside the case with a vacuum--avoid smacking it into any of the delicate electronic components, and pay particular attention not to spin up any fans with the vacuum's airflow.
A good vacuum on blow works fine outside though and don't touch the pc parts with the nozzle, lastly use wooden skewers to stop fans from spinning uncontrollably. Don't forget to blow out the psu too.

what happend if the fan spins ? do i have to block psu fan too ?
Invest in a Datavac. You won't regret it.
DON’T vacuum the inside of your PC it can kill your components because of static electricity.

Leaf Blower is good if you have one.
Been using the cans of compressed air to blow the dust out my pc's for years. A can of Ultra Dust is 3-5 bucks.

what happend if the fan spins ? do i have to block psu fan too ?

Sure the skewer is for the psu, discharge static off you and just use your finger for the other fans. I used to not stop the fans from spinning and had weird annoying noises after the fact so I started blocking them from spinning.

Ps, the debate should go on for pages ie vacuume vs compressed air and so on.

Buy a couple cans of compressed air and go to town on it.
A dust buster combined with compressed air is actually your best bet:
I use compressed air and a soft horsehair brush, (horsehair is anti static). About once a year i strip the case bare, clean it all and rebuild.
