If it's Windows 10, it should enter Safe Mode after four unsuccessful tries to boot.
If it's broken beyond repair, get a Windows image onto an USB drive and boot from that for a repair install.
what do you mean by windows image?

ah okay so if i put that onto a usb drive and plug it into the laptop it should work?

is there any alternatives to a usb drive

A 5gb stick is enough.
ivge put an iso image onto a usb stick and plugged it into my laptop, what next?
You don't simply put the .ISO on the flash drive.

Use the Media Creation Tool to mount the installation files for Windows on the flash drive.

If you already have the win10 ISO file, use Rufus[rufus.akeo.ie] tool to put it on a USB, best way IMHO. Good guide to that here[tinkertry.com] which shows 2 ways to burn it, for older laptops and PCs use NTFS filesystem on MBR partition (which is probably what you need). If it's newer, you have to use fat32 filesystem on GPT partition. Once that's done, make sure you boot off the USB from your laptop and it should go through the setup.
i have a 3 month old pc, so should i use fat32?
In that case try FAT32 on GPT, that should work on newer ones. If not, it's only a few minutes to create a new one. I actually have 2 USBs on hand with one of each just in case!
