If you flash it with a BIOS that makes it run unstable the card is dead.
It technically still can be overclocked via multiplier, but as OP's PC is an OEM and the procedure itself is very risky, it's not worth the effort. Plus, chances are the BIOS is locked. Also, not to mention that the PC in question will have a stock cooler rather than aftermarket.
I doubt he could as HP are known to lock their BIOS.

btw you can brick your hw with oc too.....
As long as you don't touch the voltage (Which I recommend against for people who are new to OCing) you can not brick the card.
