They're not going to.

Making an OS that works is mind-bogglingly expensive. It takes a vast amount of staff and a vast amount of time, and will probably suffer a bad launch that tarnishes Sony's reputation. And for what benefit? What would Sony gain from competing with far more experienced and established partner in a market that turns no profit?

Operating systems are not profitable. You can't even sell them anymore - Microsoft treats Windows 10 as a service rather than a now. They're a necessity to make your products run, and in some cases a source of advertising income. Sony has absolutely no financial reason to want part of that.

Maybe ps5 is the last of this consoles...and after that they maybe finally starting with streaming so OS would be useless

Xbox and PlayStation use a custom Linux

Xbox just happens to have the games being coded so they can work on both Xbox and Windows 10; buy once, play on either platform, and often with cross-platform multiplayer between those two as well; but this feature is also new to the table.

Orbis OS, which is just a modded version of FreeBSD 9, which is a spin off of Unix.

The interface you're using for the PS3 and PS4 are actually Linux shells. Hardware chip checks prevent the Shell/GUI OS from being installed on other machines.
