with a 7400 and gtx 1060, you should be able to play most games at 1080p 60fps.
OP bought a prebuild. And not everybody can afford an i7 K-Series, plenty of guys have student debt, car payments, or just a crappy job. The people who can comfortably shell out for what's a $550 CPU in my country are a minority.
Just because it's not enough, doesn't mean they can afford a GTX1080. With prices as they are, few people can. Or would even want to.
Gaming is fundamentally a hobby. Most people have enough to worry about already, when given the choice between playing at 40 FPS and spending $1000 on a GPU they'll take 40 FPS and bite your hand off.

A GTX 1060 3GB is meant for high settings FXAA to not exceed 3GB VRAM.
Frame drops would come if the VRAM usage would exceed the limit.
But for high settings FXAA OP PC is good enough for 60+ fps in all games.
Only PUBG maybe is a little too demanding but dropping Shadows and Mirrors quality to low should let him to play 60+ fps.
And that's 20 minutes on my clock.
I remember having exactly this conversation with Cloud Boy about two years ago. I'd bought a GTX1080 and he laughed at me for pairing it with a 144Hz monitor, saying a 1080 couldn't possibly play "new games" at 1440P and Ultra. He even angrily accused me of lying, and threatened to find benchmarks to prove me wrong. He didn't provide any then, so I'm a skeptical whether any will be forthcoming now.
Especially when OP has made it quite clear that they're unable to afford a better GPU anyway.

Hell, my htpc is still running an old zotac 670 amp edition card, it can actually run every modern game in point it at still when I bother to test them, I just need to be realistic with the settings.
If you want high frame rates and maxed settings, you are not going to get it cheap, I honestly don't understand how anyone cannot understand that.
If you could max things out on low to mid range cards no one would buy the high end.
Lots of issues with performance come from people miss understanding the limits of their hardware.
