Maybe because people don't want a GPU which needs 1000w PSU minimum and 4x 8pin.
Also AMD was planning at first to refresh Vega on 12nm just like Ryzen 12nm but they moved the Vega refresh back to early 2019 when 7nm is planned to be ready for mass production. So we might see a new Vega 128 there.
But this is all just wild speculation, only time will tell.
