PC locked at 0.79GHz when under load

[Host Migration]

i have an i7-7700hq (base 2.5ghz) and it recently got over the TMax (max temp the cpu can run at) and shut down (it was my fault for running so much ♥♥♥♥ at once), i waited an hour and i came back and turned it on, it was running at a buttery smooth 0.79ghz even when under load, it got a 450 score in cpu-z and never went over 20% utilization in task manager

pls help
