If you'd like to learn Windows OS, please go learn it inside and out.

Please do not partake in back and forth on the forums as a personal learning experience for yourself.

If you do not know something, fine just ask... but do not guess at this stuff please.

As many of the thread-makers do not have time for that non-sense, they just would like straight-up accurate answers.
See my edit.

But you asked about Windows Updates, remember . . .

Above all, use Disk Cleanup, it's what it is there for. At least for what little Disk Cleanup can handle, at least you will know that it does it correctly.

That is fine but again why would you. But sure, not a problem.

To touch back on the OPs question(s).

Should users have such tools on-hand, sure why not.
Do you need to go at this like someone who might feel the need to grab a hand-duster every time a single speck of dust is revealed on something, NO.

Spend less time cleaning up your PC and more time actually using it.
If you run into issues or lacking disk space, sure then go ahead and do various forms of cleanup; whatever that might require. Just don't over do it. There will always be temp junk on your Phone/Tablet/PC.... that is what "cache" is for.

For example, its not longer really seen as a need to go wiping all your Browser temp file cache every day you're finished using your personal PC. Leaving that cache in-place can help speed up websites that you visit often to load faster. You can generally go to a website and force-refresh just that website alone using CTRL+F5 to re-gain a fresh cache just for that site alone. So you might be just over-working your Data Plans or Disk Drives by constantly wiping temp files that will come back as soon as you start re-visiting your fav websites.

That is different from OS cache junk though. After Windows Updates completes fully, there is no reason for that temp junk to exist any longer.

Disk Cleanup is really easy to find.

Datastore - 20.7mb
Downloads - 712mb (It's update tuesday ma dudes!)
EventCache.v2 - 0mb
PostRebootEventCache.V2 - 4kb
SLS - 92kb

I don't see where it could be hiding this stuff then.

Wikipedia says SFC grabs the files it replaces from Windows\System32\dllcache\

I think it's "Content Delivery Service" or something like that.
I saw that but I don't think that's it.
Delivery Optimization

If you are using Windows 10...you do not even need them. Windows 10 needs certain registry keys to be kept in place at all times. These keys can and are usually chaged (read edited by the system) every now and then when Windows 10 updates or patches.

Registry cleaners take the "old" registry keys and then wipe them from the registry in steads of analyizing what needs to stay behind because the system chagned it.

Update Tuesday. Almost missed that, thanks.
You mean Patch Tuesday ;-)

Also keep in mind that this is NOT Update Tues
That is ever 2nd Tues of each Month, at least where Windows OS is concerned.
Now Steam might grow slow today, due it does do various updates every Tues.

Also, your ability to see/get Windows 10 Updates may depend on where you live, and what Update Branch you have your OS set to. If there are OS Updates and you're manually checking and not seeing them, be patient.
O yeah that is correct. The update I am downloading now is from last week.

Ok, yes that should be a "hotfix" update for 1803 then.

MS likes to use 2nd Tues of each Month for OS Updates.
However if a major bug is discovered and can be fixed quickly, they often will roll out such a hotfix during one of the 5 working days of a week; as a means to help address certain OS bugs in a quicker period instead of waiting until the following month.
