It's a mini card so high temps should be expected. If you want your temps to go lower you can undervolt the card.
You've got some extenuating circumstances pushing it that high.
Mini or not 82c is crazy. I never saw 82 c on my R9 280x 250w card.
Hence 300w + ^ hot plate.
GTX1060 120w, defend 82c all you want but it's out of line.
I am assuming OP has the Zotacv 1060. Just look at this cooler: https://tekeverything.com/wp-content/uploads/zotac-1060-6gb-mini-heatsink.jpg Not much bigger then an i5-range Intel stock cooler.
