For the PCIE to be too old to then be much slower; it would basically have to be an older LGA-775 Motherboard. Everything newer than that will do just fine.
GTX 1050 Ti is a low end GPU anyways; u wont need a beefy CPU for that to shine well.
What is the CPU model that you will be using?

Reason why behind this is if this going to be cooler issue, meaning a capacitor being in the way of the gpu on the board.
They always make the PCIE specs allowing for much higher capable bandwidth then any GPU can output for years to come, they do this on purpose so the Slot doesn't fall behind before GPUs can catch up.
You also will need to rely on a Digital Display w/ DVI-D, HDMI, or DP.
If you wish to use VGA any longer with RX 4xx series or GTX 10xx series of GPUs or later
you will need to purchase an "active DP to VGA cable"
