Steam itself has a build-in FPS counter.
While ingame: SHIFT + TAB > Settings > In game > FPS counter

It's not restrictive like EVGA Precision for example.
Actually if you want a fan curve then you need Afterburner. Best to use them both as Afterburner can configure Rivatuner's output.
Well, yeah, but only for the gpu. But if temps of the gpu isn't an issue, and they do not want to overclock, then I don't see why having both programs installed would be necessary.
Good to have the option to install only what is needed in such cases.
CPU usage cannot be truly measured by a single percentage. That percentage is merely overall usage, but it does not tell the whole story. To get a more clear representation, look into each core usage. At 90 percent usage, you are more than likely maxing out a core or few. This is often referred to as a "bottleneck", as your gpu is held back from any more potential since it has to wait on the cpu, which is why it is stuck around 40 percent.
