Arma 3 or FALLOUT4 or GTA V etc. will struggle with a cheap but low end hard drive.

I had a WD10EZEX and had to return it due to mechanical issues.
Was it physically damaged in any way or perhaps you have specific programs installed that affect the performance of the HDD to your knowledge?
It could definitely make an impact if the driver is full, ESPECIALLY if the OS is installed on it.
I suggest uninstalling programs or even games that you don't play anymore, delete "temp" files, disk clean-up or even system disk clean-up, and you can also check for errors and drive defragmentation.
What you mean with Cavier Blue is the 1TB version of the Blue. Since more then a year the WD Blue 1TB is 7200 RPM while everything larger is 5400 RPM and actually just a rebranded WD Green.
however OP stated to have the EZEX which is a 7200RPM modell. The 5400 RPM modell has the name EZRX.

Generally speaking Blue's arent slow or bad
So its probably more along the lines of a configuration problem and bloatware slowing the system down
Somebody bought WD, and they revamped the line-up. Thought Caviar Blue vs. "Regular" Blue was confusing anyway.
Infinity Josh said he had an EZEX model once; Torch is the OP and hasn't stated his drive # (you are correct on the model nomenclature, though).
Thing is that when you keep your HDD completely full then it cant auto-defragment itself in the background because there is no room for rewriting the files.
HDD is not SSD that you can completely pack it full of data and it doesnt affect performance, need to leave little breathing room so defragmenter could work.

Theres 2 versions of Blue bud
1TB 7200RPM
2TB and above are 5400RPM
