How is your computer connected to your home network? Wired or wireless?
The first thing I would do is turn off all other devices in your home that may be using bandwidth. Then try streaming from your computer on youtube. If you get the same thing, then it may be a hardware/software issue on your computer.
Also, if that fiber cable has been already installed along your street, I would contact them. They may not have been notified that you were building a house. An ISP will generally not charge you anything for the installation to your home, but you may need to sign a contract for a certain length of time without incurring a penalty.
Understandable. So your bet is to trying upgrade speed DSL if possible. It is going cost more I know but might worth it to do. I remember had radio internet service in my family home. It is super slow. Youtube lag often.
Like rotNdude said, trying to turning off all other devices.
I've had similar issues with 1080p60 video. Seems the old fossil I used for a GPU simply couldn't cope, so ended up installing h264ify to hobble the auto-detection.

Any chance the two things could be related?
It does not has 720p60 or 1080p60 can mean it is only 30 FPS. As my experince, i know very few people who went from wireless internet to DSL, then they got fed and returned to wireless internet.
