^^ Exactly, it's just a normal thing that computer do. My GPU has LED on the backplate, and it flashes a couple of times through startup before remembering it's supposed to be red.
Pretty much. Asus Aura, Corsair CUE, and any other sophisticated backlights often take a few seconds to remember their settings. Some only apply when you log in, like my Swiftpoint mouse.
There's absolutely nothing to worry about. A more serious problem with the PSU or cabling would cause much bigger problems. Your PC would potentially shut down unpredictably, or even refuse to start at all.
