Will this run fortnite at a decent fps

A 250W PSU with a GTX 960?
A GTX 960 draws up to 100 Watt.
Same with the CPU.
That leaves only 50 Watt for the HDD, RAM and other stuff. That poor PSU is pretty busy.
That's just asking for trouble.

I already have all the setup apart from the gtx 960

If you don't already have a GTX 960, then never look at those. Go with a GTX 1050 Ti 4GB minimum for a gaming GPU today. Everything else older is slower and costs just as much if not more in some cases.

Then, what you'll want to do after getting a newer GPU is start saving up to eventually and as soon as you can, ditch that entire system and build a new one. You could re-use your HDD and GPU, but the rest of those specs have to go if you intend to play any remotely demanding games.

When you have a thread, just keep using that thread.
Why make more when it's in the same section from the same users; and all about the same dam stuff. STOP MAKING MORE THREADS.

BTW why is Win10 on that PC you have? It's too slow for it.
Either put Win7 on it or get a new PC.
