The LG is LED, but IPS can have screen bleed so thats kinda iffy..
If you can get an ASUS LED model for near the same price id probably go for that

Asus has slightly faster response time and no chance of IPS backlight bleed.
LG will look prettier and you probably won't even notice the slightly slower response time but you also run the risk of a panel with backlight bleed.
IPS has a fast as TN respond times outside of grey to grey...
PS LED backlight is still LCD.... Look on how a LCD monitor work. They are all LED backlight as they need a LED to break the light to have the rotating crystal display the different lights according to the way they rotated an break the light.

Its not Wrong.
LCD is a screen with crystals obviously. The crystal work as a prism that breaks light and that way display a color. To break light you however need a light source in the first place. That is done with LED's in the background.
So as matter of fact you both right. You when saying it is a LCD screen and him when he says it is LED backlight.

and 24" monitors is big for my desk, best size for me is 21"/22", another thing about ASUS VP228HE is this monitor is 75hrz
