While the OP certainly needs to update their drivers. The reason the frame rate is locked is because the game they are playing a) is probably using borderless fullscreen mode. b) VSYNC is enabled by default. c) NVIDIA Control panned settings has VSYNC turned on.

Uninstall GeForce Experience, restart the PC, update your NVIDIA drivers. When you do, be sure to do a custom install and to uncheck GeForce Experience.
Updating the drivers would be entirely pointless, since a substantial part of the problem stems from them using the latest drivers in the first place.
Vsync or borderless window was my intial thought but the fact it wasn't locked before GPU upgrade reduces the likely hood of this, least it does to me, as I doubt OP changed settings ingame after the change. Plus OP has a Asus Rog PQ279q which has a refresh rate of 165hz thus if VSYNC was ON it should be aiming for 165fps.
Following the Vsync as the cause it would only be possible if since the GPU change and driver update OPs monitor refresh rate got changed to 60hz. IF the monitor refreshrate is 60hz then Vsync being on could be the cause for oly 60 fps.
This; I've been testing all the drivers; all the latest ones are needless crap that are the actual problem right now. All the NVIDIA GPUs to date work just fine with Drivers such as 388.xx and 391.xx; yes even on Win10 1803
OP is using the drivers that came on the disc included with his video card. So one would think that maybe updating them would be prudent...but oh well.
Don't update a Driver until there is an actual need to.
Otherwise you're wasting your time.

Do the same for all your Drivers; Motherboard Chipset, Audio, LAN, WiFi, BT; etc.
As Games for one thing will throw a fit if certain drivers are too outdated, that's a given.
Exactly. And the the new driver in question was also probably obtained through Device Manager or Windows detecting it.
My guess is that this is what happens when you upgrade the GPU but keep the old GPU's control pannel but MS updates the system automatically with the new GPU's drivers.
Here is an example of well known stable Drivers for NVIDIA GTX Desktop Series GPUs.
Always try a clean install of the latest/new one first. Only if that poses issues should you wipe that out and try an older version.

^ The IMGUR link will show what options to choose and explain the steps involved; very simple and much less time consuming overall in how to wipe out Motherboard Chipset and/or GPU Drivers to ensure they are all totally gone from your OS so you can start fresh with whatever version you then plan to install afterwards.

Could also mean that the XBox Live Game DVR is background recording is enabled and set to record at 60FPS when a game is played. Those should always be shut off.

You don't require that, ever. You will still have NVIDIA Control Panel and is how you go about setting up your GPU for various Apps/Games as needed.
Disable everything to do with Xbox, DVR, GameBar in Win10 if you do not use/need those.
Also take the time that after you install ANY Games, that you go to their root folder, locate the game .EXE files, go to Properties and tick the box to "Disable Full Screen Optimizations"
For FPS Counter, each Game Client offers that option, enable and use that counter.
For better GPU monitoring and control, install and use MSI Afterburner + RivaTuner; both of which works with basically ANY AMD or NVIDIA GPU out there; Desktop or Mobile.
