Reinstall Windows. And stop downloading shady crap from the internet.

How do you know he downloaded '' shady'' crap?
Even going to https websites could involve a lot of risks, pop-ups often force you to jump on shady sites (easy ways to become rich... trusted ways to extend something... etc. etc.)

The most likely way OP got infected is by downloading something from the web. Be it a pirated game or "free" software from Softonic etc..

HTTPS has nothing to do with the trustworthiness of a website. All it does is prevent a man in the middle for seeing your personal data and adding some nasty surprises to your internet traffic eg malware and popups.

You shouldn't be visiting websites that force potentially malware infested ads on you. And if you accidentally do visit one of these sites you should be running an adblock, tracer blocker and noscript to prevent it from doing any harm. Having an anti virus/malware scanner such as Malwarebytes Premium installed will also provide you with another layer of protection since they will block pages that could potentially cause harm to your computer and prevent any malware from infecting your system.

Chrome + AdBlock + uBlock Origin
Malwarebytes Premium

Reboot your PC into Safe Mode w/ Networking
and do full scans with Malwarebytes (even just free is fine for this) and also ESET Free Online AV Scanner as well.

Well if you are reinstalling Windows, wipe the drive clean, then reinstall the OS.
You can do that from right within the OS installer, where it lists your drive(s)
Best bet is only hookup the drive you wish to wipe clean, and the Windows Installer USB Flash Drive. The rest of your secondary drives, if you have them, should be disconnected while you reinstall your OS. They can be reconnected later after that is all finished.
