Volta video card question
Is it going to require me to get a new mobo? And how much better will it be compared to current tech?

My mobo: z370 aorus gaming 7 (fairly new mobo)

No; if you have PCIE 3.x then you're fine
We already know this because we already have a Volta GPU at this time, which is the Titan-V

PCIE 4.x stuff wont be seen til at least 2019 sometime

I didn't realise there was a new PCI-E standard even planned.

I was planning a new build *late* 2018, with a very long service life planned. I'd hope to keep using a Z370 platform into the mid 2020s and only upgrade the GPU as needed. Should I reconsider?

It doesn't matter what you pick, something new will always come.
It doesn't matter since newer GPUs are backwards compatible with the previous PCIE specs
Like running a brand new latest GPU on a PCIE 2.x is just fine really. It's when you do SLI/CFX that you really need the actual spec the card was made for.

Unless they come up with a physically new slot, you should be fine with systems like Intel 8th Gen, Ryzen, ThreadRipper and such...
